New Project: Transitioning to EV Fleets: Best Practices and a Decision Tool

Minnesota agencies are evaluating how to meet the U.S. electric vehicle (EV) target of at least 50% by 2030. Numerous technical, social and coordination considerations are inherent in a transition to electric fleets.

Agencies preparing to convert medium- and heavy-duty fleets face unique challenges, including power needs, charging infrastructure requirements, and staff acceptance and anxiety over EV driving ranges or capabilities in cold climates. Small or rural agencies and offices may need to explore partnerships or other agreements for EV support.

Understanding options and other agency capabilities to manage EV fleets can support efforts to make the complex transition. Comprehensive guidance and potential funding sources will provide a foundation for Minnesota agencies to have confidence in fleet transitions.

“We need this research to answer numerous questions regarding where agencies even begin to consider EV fleet conversions,” said Lyndon Robjent, county engineer, Carver County. “Sharing common needs and challenges, best practices and available resources will be a tremendous support.”

Objectives

In a new project, researchers will evaluate how organizations make the change to EV fleets, including technical, financial and logistical needs. Economic benefits, best practices and other tools will be compiled and shared among Minnesota agencies.

The objectives are:

  1. Understand general strategies from other states and locations for fleet transitioning
  2. Conduct an online survey of Minnesota agencies exploring fleet needs and status of conversion efforts
  3. Analyze the economic benefits of fleet conversions and provide a calculator tool
  4. Develop and share a guidance document with best practices, tools and funding sources
